What is a PCP and how can i get involved?

A Precinct Committee Person (PCP)—also known as a Precinct Captain—is the Democratic Party’s grassroots representative for each voting precinct in Stephenson County. PCPs are the vital link between voters and the Stephenson County Democratic Party, helping share information, build relationships, and strengthen our presence in every neighborhood. With today’s communication tools, anyone can serve effectively—regardless of physical or financial limitations.

PCPs are elected every two years during the Primary Election by filing a simple petition with signatures. If a precinct has no elected PCP, the Stephenson County Democratic Chair may appoint someone to fill the vacancy—even if they live outside that precinct.

What PCPs Do

Year-Round Responsibilities

  • Attend monthly SCDP Central Committee meetings (2nd Tuesday at 6:30 p.m., in person or via Zoom)
  • Assist with voter registration
  • Circulate petitions for Democratic candidates
  • Share information about upcoming elections
  • Distribute mail-in and absentee ballot applications
  • Participate in SCDP and community events

During Election Season

  • Help with Get Out the Vote efforts using targeted voter lists
  • Support a wide range of volunteer needs leading up to Election Day

Interested in Becoming a PCP?

Serving as a PCP is one of the most meaningful ways to strengthen your community, defend democratic values, and connect with neighbors who care about the future of Stephenson County.

Want Inspiration?

Political scholar Jim Nowlan—author of Politics: The Starter Kit and several influential books on Illinois politics—recently shared insights about civic engagement and why ordinary people matter in shaping their government. His decades of experience in public service, teaching, and writing offer a great starting point for anyone considering getting involved. Here’s the interview we found helpful. Here's that interview.
