My name is Roxane Rice, and I am running for the Stephenson County Board - Dist D. 

I was born and raised in Pearl City, and a third generation Stephenson County resident. I graduated from PC High School, Highland Community College with Associates Degree of Science in Nursing, and Rockford University with Bachelor’s Degree in Business Management. I spent 25 yrs as a Registered Nurse, educating my patients on their illness and the healthcare experience. I always advocated on their behalf while teaching them to advocate for themselves.

I view the role of a County Board Member in the same way: Listen, Advocate, and Work to deliver for my neighbors.

More Housing, Lower Taxes

I bought my first home in Freeport at age 18 and rented to roommates. I was a landlord of seven small homes and one duplex in Stephenson County. I always kept the homes and yards looking good. I believe in the power of aesthetically pleasing homes and public spaces in Stephenson County, as one key to attract more Work and Workforce, while maintaining fiscal responsibility. 

I believe in the power of education: 

My Associates Degree in Nursing from Highland provided a good living for my son and I. My goal as a single income parent was to provide for my son - what many two income parents could. Through the years I shared that with many single women raising children, and I know of several young moms who took that advice and are now RN’s from HCC’s nursing program. My dad worked for Kelly Springfield, and to this day, I speak to young men who aren’t the studying type, to go to the Union Hall and get their training through apprenticeships. I am proud to say my son is a Commercial Electrician for a large company in Stephenson County due to apprenticeship. I will always advocate for policies and partnerships that help provide the best possible education for the people of Stephenson County. 

Lastly 

I am not only a mother, I am a grandmother of young children and a daughter of an elderly mom. I am familiar with the needs of all generations and will advocate for the young and old.

Housing and Affordability

As a homeowner and a former landlord, Roxane has seen the negative impacts of rising costs on homeowners and renters. She will work with her colleagues on the county board to responsibly encourage construction of new homes and to lower taxes on residents.

Infrastructure

Roxane will look for creative, cost effective ways to partner with Freeport and other communities on infrastructure projects in Stephenson County. These projects help all residents and are important for keeping Stephenson County a good place to live.

Public Health

Roxane spent her career in healthcare, and deeply cares about her neighbors having access to the best healthcare possible. She will work to increase awareness of health programs offered through Stephenson County like lead screening, community health screening, and dental services.
